Construction work on property may be done by the home owner or third parties. When a project requires a building permit the ONLY people who may secure the permit are:
- the home owner - only when they are performing the work directly and usually must certify they are not hiring someone (unlicensed)to do it by proxy
- a licensed contractor
Therefore, determining when a permit is or is not required will give the owner a good picture of when the city wants a licensed contractor or is indifferent to your choice.
